Bill was a loving husband and father to wife Felicia and daughter Tracy. He was the son of William Richard Sr. and Mary Lusby Spates and brother to Margaret, James, Michael, Gerald and Mary Catherine (Cissy) Spates. He was an avid outdoorsman and lover of nature.

A career soldier, his last assignment before shipping out to Vietnam was as Relief Commander of the Tomb Guard at Arlington National Cemetery. He was killed in action and lies buried in sight of the Tomb of the Unknown Soldier.
