Franklin's parents were Royce Farrington Stevens and Lucinda M. Spaulding Stevens.

Franklin enrolled for military service in the Civil War on 12 Dec 1861 at Berlin, Wisconsin to serve for 3 years. He mustered into service on 8 Mar 1862 at Milwaukee, Wisconsin, in Company H, 18th Wisconsin Infantry Volunteers. He was wounded at Shiloh (Hardin Co, Tenn, April 6-7, 1862) for the North and was discharged for disability on 31 Jul 1862.

Franklin married Elizabeth Ann Cox on Dec 11, 1864 in Alexandria, Douglas, MN. Seven children were born to this union: Claretta May, Edith Malah, Charles Clarence, Grace Lorencia, Zedoc Edwin, Benjamin Edwin, and Olive Luella.

Elizabeth died Mar 26, 1886 and Franklin took the 3 remaining children to NE to be raised by his wife's family in Long Pine NE. They were Charles, Benjamin, and Olive.

Franklin J. Stevens, Civil War veteran, and Julia Cecelia Scriven were married at Fraternity Hall last evening (Wednesday) about 8:30 pm by Rev C.A. Carlson of the Swedish Baptist Church in the presence of about eighty-five friends. The altar was draped with flags and bunting, and on each side of the altar stood a stack of guns. Behind was a portrait of Abraham Lincoln.

The best man was J S Algers, fellow member of the groom of the Reynolds Post of the GAR. The bridesmaid was Mrs Mary Robards, and the usher was Mrs Mary Peterson. Mrs P B Bowers, who presided at the piano, played Graneral Grant's Grand March as the wedding march.

Following the ceremony, the Sons of Veterans and the Auxiliary gave a banquet in honor of the bride and groom, at which the eighty-five guests were served. Mr and Mrs Stevens received many gifts. After the banquet the rest of the evening was spent in singing and dancing.
