1st Governor of the Bank of England elected on July 10, 1674. Houblon, his father and brothers were friends of Samuel Pepys and got him released from the Tower in 1679. They are mentioned in his diaries. Pepys was charged with being secretly a papist.

Doublon was married to Marie, daughter of Isaac Jurin, a Flemish refugee. He took a lease on a house in Threadneedle Street which after the death of his wife in 1732 became part of the Bank of London site.
