After some census research and other checks, I doubt that this is the Albert Bliss that was born in Vermont in 1811. This could be his son Albert P Bliss, living with him in Wisconsin in 1870. It appears that the elder Albert stayed in Wisconsin, died there June 12, 1889, and is buried in Readstown, Vernon County, Wisconsin. I will see about creating a memorial for his burial if it is not already recorded in FindAGrave.
What I see in the Readstown cemetery is that the son, Albert P Bliss who died May 29, 1879 is buried there. So, further research is still necessary but the identity of the Albert Bliss who is buried in Graceland Cemetery in Lake County, South Dakota, is far from being identified.
Another researcher adds: I concur that this Albert Bliss, and not the one buried in 1889 in Readstown, WI, is the Albert Bliss that served in Co E, 12th WI Infantry. A pension index card found on Ancestry.com for Albert Bliss (Co E, 12th WI Inf) shows him married to Emma J. Bliss, who received a widow's pension filed March 1886 from Dakota Territory.
