Politician, also a lawyer. Had an influential role in the Radical Party. Was President of the Representative Chamber between 1963 and 1966. In 1971 was designed Minister of the Interior and had an important role in the negociations that led to Juan Perón´s return to Argentina. After his retirement of politics, was assesinated by the urban guerrilla Montoneros.
