He was born in Erie, on February 16, 1915 son of the late John and Marion Rappold Greiner .
He graduated from Strong Vincent High School class of 1933 and from Georgetown University with a bachelor's degree in Foreign Services in 1938. He was a professor at Gannon University, a self employed CPA, an employee for the city of Philadelphia, he worked in various hospitals in administration and was an auditor for Medicare in Philadelphia hospitals. He wrote a manual for Medicare, which was distributed nation wide. Before college he owned a model shop and worked at Dailey Chevrolet and Lord's during the war. He was a member of St. andrew's Church and the Propeller Club in Erie.
He was preceded in death by his wife, Anne (Ruth) Greiner who died in 1991, a brother, Regis Greiner and three sisters, Marjorie Devine, Adelaide Behan and Geraldine Hicks.
