Vera Cruz Campaign Medal of Honor Recipient. Graduating from medical school at Columbia College in Washington, D.C., he began his Navy career as an Assistant Surgeon in 1896. He went on to serve as a commander of Navy hospitals in Parris Island, South Carolina and Washington, D.C. In 1914, he was serving on the Battleship "USS Florida", on assignment off the coast of Vera Cruz, Mexico. During the battle engagements at Vera Cruz, Mexico, on April 21-21, 1914, Surgeon Elliott was eminent and conspicuous in the efficient establishment, plus operation of the base hospital. Through his judgment and courage, he supervised first aid stations on the firing line and the removal the wounded. For most distinguished conduct, he was awarded the Medal of Honor on December 4, 1915. Remaining in the Navy, he went on to serve in World War I, World War II and retired a Vice Admiral.
