Bert was born in Brampton to Richard Jennings and Elizabeth Pratley Florists in Brampton. On December 12, 1900 he married Pheobe Jane McGregor and they had nine children. Bert took over his father's florist business on the south east corner of Union and Church Streets and he built Rosealea Park beside it.
He is buried in Brampton Cemetery with his wife and several family members.
