S. Ross Phillips was the son of Thomas H. and Nancy Myers Phillips, Wayne Township, Greene County, PA. He married Alice Dulaney, March 7, 1903, who who died in 1962.

Surviving are two sons, Charles Phillips of Brookville, PA, and Walter Phillips of Washington, PA and one daughter, Mae Phillips Murdock, Waynesburg, PA.

His sisters were Sarah Louise (Lide) Phillips Wright and Armeda Belle Phillips Wright. Brothers were A. Elza Phillips, Jobe Phillips, Thomas C. Phillips and half brothers were Jacob E. Phillips, Francis M. Phillips, James Harvey Phillips, and George W. Phillips
