Mr. Burrows was the son of the late Benjamin B. Burrows Sr. and Elizabeth Collins Burrows.
He was a farmer and a waterman in the Leipsic area for a number of years.
He also was the founder of Sambo's Tavern in Leipsic, in 1953.
Mr. Burrows retired in 1985.
He was preceded in death by two brothers, Joseph Burrows and Benjamin Burrows; and a sister, Ethel Krupka.
He is survived by his wife, Marjorie L. Burrows of Leipsic; five sons, Harry J. Burrows of Portsmouth, Va., Frankie L. Burrows of Dover, Bobby J. Burrows and Samuel C. Burrows Jr., both of Leipsic, and Isaac J. Burrows of Clayton; a daughter, Sandra B. Cartanza of Leipsic; five stepchildren, Sgt. Phillip N. Thompson of Parris Island, S.C., Paul A. Thompson of Leipsic, Beverly L. Ackerman of Nauheim, Germany, Teresa L. Goebner of Newark, and Claudia R. Myslinski of Camden-Wyoming; seven sisters, Elizabeth Hurd of Clayton, Anna Biddle of Dover, Nellie Seward and Hilda Krupka, both of Hartly, Mildred Faulkner of Greenwood, Lulu Cummins of Dover, and Catherine Miller of Archbold, Ohio; 22 grandchildren and five great-grandchildren.
Service will be 1 p.m. Sunday at Faries Funeral Home, 1250 S. Governors Ave., Dover, where friends may call one hour prior to service.
Burial will be in Sharon Hills Memorial Park, Dover.
