William was born in 1842 in Pennsylvania to James and Martha (Andrews) Bowman. He was twice married. He first married Nancy Dickson and they had four children. Following her death he married Mary E. Rodgers on October 5, 1886 in Crawford County – they did not have children.

Prior to the start of the Civil War, William was educated in Mercer County and became a practicing physician. For some reason, he dropped that career after the war and joined mercantile business.

Not a lot is known about his military career, except that he was a member of a Louisiana Infantry (his brother James Dowling was in the 15th Louisiana). Was he a physician in the military? Did he give up the occupation before the war, during the war, or because of the war?

In 1877 he joined Bowman & Gaugh, a group of Linesville merchants and he continued in that career until he moved to Canton, Ohio, seven years prior to his death.

William died at Canton, Stark County, Ohio, on January 23, 1921 and was buried here January 26, 1921. He rested in an unmarked grave in Section B, Lot 16, Grave 3, until October of 2022 when the Linesville Rotary Club purchased and installed a tombstone for him.
