See Susan Woodruff Abbott's book, "Families of Early Milford, Connecticut" that can be found on ancestry.com. Samuel's father Nathaniel is mentioned in page 43, and says that he died in Fairfield, Conn., inventory of his estate taken 19 October 1658. Nathaniel was a cooper (a maker of barrels and the like) and joined the church in Milford 9 June 1644, a free planter...He removed to Fairfield where he had lot #13 January 1653/4. He married 1) Abigail Camp who died Milford 22 March 1648, probably sister of William Camp who was called Uncle by his son John when John made him executor of his estate; he married 2) Joanne Westcott [this was her married name] widow of Richard of Fairfield. He had 7 children. With first wife Abigail he had John (baptized 2 June 1644), Daniel (baptized 2 June 1644) Nathaniel (baptized January 1645/6 and Abigail (baptized 19 March 1648) and by second wife Joanne he had Sarah (b. 1650) Deborah (b. 1652) and Samuel (born 1655). "Disposal of his estate made in 1710/1...Removed from Fairfield to Guilford."

So Samuel was, according to the above, the youngest child of Nathaniel Baldwin and born after Nathaniel moved to Fairfield. No birth or christening record for Samuel exists. But he was listed last in his mother's will (see below), which may indicate that he was the youngest child.

There is even more information about Samuel and his wife Abigail in the book, "The Baldwin Genealogy," by C.C. Baldwin, which can be found online and a more legible copy on ancestry.com. A huge section of the book is devoted to Nathaniel Baldwin and his son Samuel Baldwin. Page 411 talks about Samuel, and lists his 7 children by his wife Abigail, and gives more information about each child. According to this source, Samuel was a blacksmith, and moved from Fairfield to Guilford to pursue that trade. His death date is given as January 12, 1696. His death is also recorded in Guilford town records, which can be found in the Barbour Collection on ancestry.com. See Source below.

Samuel Baldwin, son of Nathaniel Baldwin and Joanna Westcoat, was b. in Fairfield, Conn., in 1655; m. with ABIGAIL BALDWIN, dau. of John Baldwin,Sr. of Milford. She was b. Nov. 16,1658. He was a blacksmith, and was invited from Fairfield to Guilford, in 1675, by a vote if the Town "to work upon his trade of smithing, upon trial." The trade was then in high regard and he continued to reside in Guilford, accumulating a handsome property and raising a large family to be prosperous and well married.

The Town of Guilford granted him, on July 15,1676, half an acre upon the Green for his shop, with the promise that if he left, it should return to the town (evidently a premium site).

Children were: Abigail (1678; m. Joseph Starr), Deborah (4/1681-12/1681), Dorothy (1683; m. Ziba Tryon), Joanna (1686; m. Samuel Rose), Samuel (1689), Timothy (1691), and Nathaniel (1693).

Samuel died Jan. 12,1696 and his widow Abigail remarried, as a 2nd wife, to John Wadhams and had children: Mary (1698), and Martha (1701).

Inscription

I’m sorry but he is not buried in this cemetery (our earliest burial is 1750s). If he died in Woodbridge, at this time all church members were buried in New Haven (graveyard where the New Haven Green is now located) — perhaps look for him in the records there?
