Charles Fischer was born in Missouri, a son of Henry William Fischer 1869–1960 and Elizabeth "Lizzie" Fritz 1873–1959. He had siblings Martin Andrew 1898–1952, Andrew Edward 1900–1976, Albert Phillip 1902–1968, Marie Louise 1904–1994, Viola Elizabeth 1910–1999 and Louis Frederick 1911–1985.

His family lived in Jefferson City, Missouri where his father worked at a saddle factory in 1920.

He was a World War II Army veteran, enlisting in 1943.

Charles married Virginia Irene Neace 1916-2000 in 1945 in Corning, Arkansas. They apparently did not have children.

Charles owned a cleaning service business in Jefferson City. They eventually retired to Sun City, Arizona.

He was a member of the American Legion.

He was survived by his wife, Virginia; and sister, Viola Parrish.
