Francis Leland Neal was the son of Leroy D and Virginia Kariker-Neal, born July 19, 1920. In 1921 when Francis was only 15 months old, his parents died from food poisoning after moving to Wyoming to homestead. He was then raised by his grandparents Walter and Minnie Neal on their farm east of Winfield, Kansas along with his half siblings, Valena, Lela, and John. Francis was first married to Ruth Lorraine Coil on September 19, 1938, in Coeur d'Alene, Idaho, making their home in Spokane, Washington where they had one daughter, Beverly. Ruth and Francis divorced, and Francis later married a Japanese woman named Sally in Japan. They had three children, Patsy, Pam and Frank. Sally and Francis were also later divorced.

The Certificate of Death from the State of Washington states Francis died at the age of 71 from carcinoma while at the Federal Way Convalescent Center. The informant was a son named Robert L. Neal, so Francis many have married a third time. He worked as a pilot for an air transport company prior to his death. Services and cremation were handled by Forest Lawn Funeral Home in Seattle, Washington.
