This memorial is based on an educated guess.
Mr. Flanagan's body was brought to Dubuque for burial next to his wife, who had died in 1897.
His wife died in Salt Lake City and her body was taken to Montana for a funeral. The assumption is that her body was then brought to Dubuque and buried in the same cemetery as her parents and siblings.

M.A. Flanagan was born in Dubuque, Iowa, on 06 Jan 1841, a son of Matthew and Mary (McNarama) Flanagan. His parents were natives of Ireland who came to America and married in New York State.
His parents settled on a farm in Iowa; the father was later a contractor and builder of highways.
His parents had two children: Mary, now the wife of Hon. T.C. Power, and Michael A., the subject of the sketch.
His father died at age 56 and his mother at 65; both is parents were Catholic.
Michael was educated in the public schools in Dubuque and at Sinsinawa Mound College in Wisconsin.
He was in the grocery business in Dubuque for two years and then relocated to Montana due to interest in gold. He arrived in Virginia City, Montana in July 1866 and after a year and half between Virginia City and Helena, he came to Fort Benton.
For a number of years he was a bookkeeper for T.C. Power and Brother in Fort Benton.
In 1875 is started out in the drug business, being a pioneer in that line in Fort Benton. In addition to drugs and patent medicine, he also deals in paints and oils.
He was appointed postmaster in 1880.
He owns a ranch near the city of Fort Benton as well as real estate inside the city.
He married Miss Elizabeth V. McKinley in 1873. She was a native of Philadelphia, Pennsylvania and was the daughter of John McKinley of Dubuque, Iowa.
They are the parents of 4 children: M. Genevieve, Grace, Virginia, and Frank T.
They are active in the Catholic Church.

Summary of a death notice in the Helena (Montana) Semi-Weekly Independent, Friday, 23 Feb 1906:
Word was received in Helena yesterday of the sudden death of Michael Flanagan in Fort Benton.
Mr. Flanagan located in northern Montana 35 years ago. For a number of years he was in the drug business and afterward engaged in stock growing.
Survivors:
sister Mrs. T.C. Power of Helena
children: Frank Flanagan, Mrs. M.J. Joyce, Miss Virginia and Miss Genevieve Flanagan, all of Fort Benton.
The body will be taken to Dubuque, Iowa for interment, where Mrs. Flanagan is buried.

Matthew (sic) A. Flanagan, one of Fort Benton's oldest and most respected citizens, died at his home on lower Main Street, Tuesday afternoon at 2 o'clock, from heart trouble, after an illness of about 12 hours. His many friends were more than shocked and grieved when they heard the sad tidings as his illness was not considered serious.

Since coming to Montana in 1869, Mr. Flanagan has made Fort Benton his home, engaging, until his retirement five years ago, in the drug business, besides being postmaster for about 12 years.

Mr. Flanagan is survived by a son and three daughters, one of whom was in Mexico at the time of his death. He also leaves a sister, Mrs. T.C. Powers of Helena. His body was taken to Dubuque, Iowa, for interment by the side of his wife who died several years ago.
