Richard "Dick" Lee Waggoner was born on Friday, January 13, 1933, the eighth child and fourth son of Chester and Ella McIntyre Waggoner. He was born on the family home three miles east of Billings, Oklahoma. He passed away March 6, 2020 at the age of 87. He attended Happy Star School, grades one through six. It was a one room school four miles east of Billings, Oklahoma, where his father also attended school. He attended Billings Public School seventh grade through grade twelve and graduated from Billings High School in 1951 with eighteen classmates. He attended Phillips University in Enid Oklahoma for one year on a Basketball and Baseball scholarship. He was an outstanding athlete and Enid News referred to him as "Dazzling Dick Waggoner" when he pitched a no hitter, then hit a home run to win a game.

He was preceded in death by sons, Michael Lee in 1963, Richard Dean in 1995, Mark Wayne in 2019; parents, Chet and Ella Waggoner; two brothers, Charles and Max; three sisters, Bobbye, Mary Ruth and Donane; and a special niece, Kathy Robinson.
