Otis grew up in Geneva, NE but moved to Colorado with his parents, uncles, and wife about 1903. He learned to be a photographer from his father. However, it was difficult to make a living just doing photography so he held other jobs. He became the first mail carrier in Chaffee County, CO and worked for the US Postal Service until he retired. Music was always very important in his life. He wrote and published music and played many instruments. He played in many bands throughout his life.
