Born and raised in Salida, CO. He joined the Navy during WW II and served on a submarine. He married his high school sweetheart from Salida, Barbara Peterson, and settled in Long Beach, CA. They had two children: Tommy Camp and Terry Camp.

Otis was cremated and his ashes spread in California.
