Harvey was born to John Adam Halzwarth and Mary Anne Conard. He married first on January 19, 1910 to Elizabeth Jetmore. They had five children together. Then when Elizabeth died in 1918, he married Verllie S Smith on September 11, 1919. They had five children together, and she died in 1933. In 1941, he again married this time to Winnifred Z Faudree Parnin. She died 8 months before he did.
