Le Roy was born February 17, 1922 at Bayard to John and Mary (Wagner) Heil where he grew up and graduated from High School in 1940. He served his country with the United States Army during World War II in the European Theatre from 1942 until 1945. He married Ann Johnson on August 21, 1954 at Mitchell, and he owned and operated Roy's Texaco in Scottsbluff for over thirty years.
Le Roy is survived by his wife, Ann Heil of Scottsbluff; one brother, Ernest (Ruth) Heil of Scottsbluff; nephew, Harold (Ruth) Heil of Bayard; and numerous nieces and nephews.
Le Roy was preceded in death by his parents, and several brothers and sisters.
