Private Offutt was born in Kentucky and enlisted in the 5th Missouri Cavalry at Lafayette County, Missouri on 18 August 1862, in response to seeing his brother hung by "Jayhawkers." His unit served in Arkansas and southern Missouri under General Sterling Price. He surrendered near Brownsville, Texas during the winter of 1864-1865.

After the war, he moved several times before settling in Tulsa. He owned the Delamont Hotel in Coyle, Oklahoma at one time and he worked as a farmer.

He drew an Oklahoma Confederate Pension based on application A1249, which was filed under the name Samuel Ray Offutt and was witnessed by Merritt J. Glass and L. J. Weldy. That pension had two declarations by fellow soldiers Thomas J. Hill and Francis M. Hill, both of whom swore under oath that Samuel Ray Offutt had served with them in the 5th MO Calvary, C.S.A.

The Application for Headstone was submitted L. P. Wharton, who apparently was associated with Oaklawn Cemetery on March 31, 1937. That application had the name entered as Samuel R. Offutt, however that was crossed out and above it was written "Offett, Samuel". I can only assume that some clerk, seeing that the only records located had the name probably spelled as Offett (The handwriting of the copyist of the original 5th Missouri Calvary, C.S.A muster records, at least on what I've seen on Fold3 is extremely faint and almost illegible. I have no idea if the original muster rolls exist or not) that they decided

Descendants in 1991 included Mrs. Barbara Haver of Strang, Oklahoma and Robert Haver of Mounds, Oklahoma.

He was the son of Rezin Ray and Amelia "Milly" (Simpson) Offutt. He married Nancy Barclay and Julia Ann Finks Offutt and Alice Marion Doyle.
