Andrew was born in Paradise township, York county, PA, the eldest son of John (sometimes seen as Johannes) (~1722 - ~1765) and Margaret Poet Noel.

Andrew married Theresa Dillon (seen also as Dellone, Delon, DeLau) before 1770; and they became the parents of 11 children (four sons and seven daughters).

Andrew sold his land in York county in 1779 and was living in Manheim township, York county, in 1780. Before 1790, Andrew and his family moved to the Buchanan Valley (originally called Pleasant Valley) in the area of the South Mountain in Menallen township, York county (now Adams county), PA. Andrew settled in the northern or western part of this valley.

Andrew was a man of some means and owned considerable land, both in Menallen and neighboring Franklin townships. He sold some of his Franklin township land to his son-in-law John Lowstetter in 1813. In 1816, John gave a portion of this land to build a church, which became known as St. Ignatius. The cornerstone was laid Oct 10, 1816; a parsonage was begun Dec 27, 1818. The church burned in the 1890s but was rebuilt.

Andrew was reportedly the first person buried in the St. Ignatius graveyard. Previously, it was thought that there was no marker; a marker, however, has been located!
