Josephine was born 30 July 1866 on the farm of her parents, Oliver DeDecker (1826-1913) and Josephine Josephe Piette (1828-1892) in the Town of Brussels, Door County, Wisconsin. Josephine was the youngest of the nine DeDecker children.

On 22 October 1887 Josephine married a fellow parishioner, Alexander Flemal, at St. Michaels Church in Misiere. The young couple took up residence with Alexander's parents and assisted in the operation of the Flemals' agricultural and commercial activities at Misiere (see bio of Alexander Flemal).

Josephine and Alexander had twelve children, seven of whom survived to adulthood and five of whom died as infants or young children. Although no markers for the graves remain, all five of the children who suffered early deaths are presumed to be buried in unmarked locations in St. Michaels Cemetery. The twelve children are:

Camille Flemal Rankin Poh (1888-1923)
Pulcherie (Sarah) Flemal Bournoville (1891-1951)
Louis Joseph Flemal (1894-1962)
Rosalie Mary (Rose) Flemal Bero (1897-1976)
Laurie Flemal (1898-1898)
Marie Antonette Honoree Flemal (1899-1899)
unnamed child #1 born died (abt 1901)
unnamed child #2 born died (abt 1901)
Nelson Arthur Flemal (1902-1966)
Raymond Michael Flemal (1905-1906)
Mary Alice Flemal Tweedy Baker (1908- 2002)
Alexander (Alex) Flemal Jr (1911-1998)

At the death of Alexander, Josephine moved to Sturgeon Bay with her youngest son, Alexander Jr., later remarried, and died in 1936. She was returned to Misiere to be buried beside Alexander in the St. Michael Cemetery. Their tombstone remains in the cemetery.
