Frank was born in Chicago and was the son of Josef Kubat and Anna Maxa Kubat. His mother died in 1893; his father died in 1900.

He was a World War I Veteran, serving from September 5, 1917 to May 18, 1919. His decorations and awards included a Purple Heart, a WW I Victory Medal, a Aisne-Marne Battle Clasp, and a WWI Victory button. He married Anna Auersch in 1920 in Chicago but it is not known if they had any children or how their marriage ended.

Frank then married Laura Pfieffer in Michigan on July 28, 1924. They lived in Michigan for several years, then moved back to Chicago where Frank worked as a painter. Frank and Laura had three children - Grace Marie, Frieda/Leonora/Elnora, and Frank.
