Blair was the first born son of Ralph and Anna Livingston. He was the father of three sons. Blair went by his middle name since his father hated the name 'William' & used the name Ralph. He had a brother, Lewis, who died as a baby and two sisters, Esther and Ruth.

Blair married Kathryn Yost on August 15, 1936. Kathryn was born January 19, 1914 and died on June 12, 1999. He worked at the Amstar Sugar Company in Philadelphia for 27 years before retiring and moved to Vineland New Jersey. Two of Blair's 3 sons died after him. Kenneth Kay Livingston on April 6, 1987 and William Ralph Livingston on April 7, 2004.

Blair died, Feb. 14, 1980, from exposure when he wandered off in the New Jersey Vineland swamp and got lost. This incident happened on January 16, 1980 when he wandered off. He suffers from diabetes and high blood pressure and being lost for 2 days without his medication died 29 days later.
