Mr. Collins was born in Parksley, Va., and was retired from the Public Works Center at N.O.B. He was a member of Squire Memorial Presbyterian Church.
Survivors include his wife, Elizabeth Dodson Collins; a niece, Jean Costello of Norfolk; and a great-niece, Mary Kay McDonald-Manakin of Sabot, Va.
A graveside service will be at 11 a.m. Wednesday in Woodlawn Memorial Gardens by the Rev. Gerald H. Kirby. The family will be at Hollomon-Brown Funeral Home, Tidewater Drive Chapel, from 7 to 8 p.m. today.
