Peter Meinert Paulsen was born on the Island of Fohr in Denmark to Peter Paulsen and Sabina Jacobs/Jacobsen (daughter of Jacob Ipsen). Peter became a sailor and made two trips out of Hamburg that took him to North and South America. On his third voyage, he arrived in San Francisco in January 1853 aboard the "Asa Thor". Travelling with his brother Jacob, who had already experienced the California Gold Rush, the two men worked claims in Nevada County and along the Yuba River.
In 1855, they arrived in Trinity County and, along with 5 others, formed the "German Company" and mined at Turner's Bar near Douglas City.

Peter married Anna Barbara Kruttschnitt in 1863. He had gone into partnership to purchase the Union Hotel in 1861, allowing for the steady income to support a family. Anna Barbara and Peter raised their family in the house next door to the hotel, which is still standing.

Peter continued to invest in local mining and hydraulic interests until his death. In addition, he served the community as Deputy Assessor and County Treasurer. His other community activities included organizing and funding a volunteer fire department, serving on the board of the German Hospital and helping to create a centralized grammar school for the town of Weaverville.

Peter was preceded in death by four of his children, Peter, Julius, Harry and Pauline. He was survived by his wife Anna Barbara, daughters Elizabeth Goodyear, Minnie Shurtleff Hall, Annie Bush, Edna Benton and sons Albert and Arthur.
