Jacob Paulsen was born on the Island of Fohr, Denmark to Peter Paulsen and Sabina Jacobs or Jacobsen. Like many young men in the Frisian Islands, he became a sailor. He made several voyages out of Hamburg, finally arriving in San Francisco California in the fall of 1849, via Valpraiso, Chile. He traveled to the gold fields of Nevada County. With his proceeds, he returned to his native home. In 1852, along with his brother Peter, he sailed on the Asa Thor around the Horn to San Francisco arriving in January 1853. After spending time in Nevada County, Jacob and Peter made their way to Trinity County in 1855 and formed the Turner's Bar Company near the town of Douglas City.

In addition to his mining pursuits, he also owned a ranch, general store and butcher shop in Lewiston. He was involved in civic endeavors including serving as undersheriff and county assessor.

Mr. Paulsen married Louisa Goetze on April 10, 1870 in Hollister, Monterey County (now San Benito County)

According to the Trinity Journal, he died of pneumonia at his home in Lewiston.
