He was a native of Yancey County, but lived most of his life in Mitchell County.
He was a son of the late Brisco and Georgia Griffith Tipton. He was preceded in death by a daughter, Whitney Jade; an infant brother, Kenneth Tipton, as well as three other brothers: Arnold, Elbert and Reece Tipton.
Norman attended college to pursue baseball, and later became a certified umpire. He later went through BLET training, served as an officer with the Mitchell County Sheriff's Department for 8 years, and became a lieutenant during that time. He also served Mitchell County as a school bus driver for 25 years. He spent many years on his farm raising tobacco and cattle. One thing Norman was very dedicated to was listening to the gospel hour on WKYK with Dennis and Bruce.
Norman put God first in his life, followed by his wife of 27 years, Sandy Stiltner Tipton, daughter Misty Boyd of Grundy, VA, granddaughter, Savannah, and great-granddaughter, Sophie. Several nieces, nephews, cousins and friends also survive.
