Elvia was the daughter of Henry and Sadie Cissell. She grew up and attended schools in Columbus, IN. and Indianapolis, IN. where the family later moved. She lived in Indianapolis for over 50 years.

Elvia was one of four children, sister; Sadie H. Cissell (Ratliff), brothers; William B. Cissell, and Louis Edward Cissell Sr.

She was baptized and was a member of Northside New Era Baptist Church. She joined Northside New Era under the leadership of Pastor Vincent. She was an active member of the church until her illness. She had been a member of the Building Committee, a member of the Church Choir and a member of her Kitchen Committee. Her favorite song was "Amazing Grace" and her favorite scripture was "Isaiah 55:7."

She worked private for many years. However, it was her love of helping others and nursing and caring for them that sustained her the most. She also loved cooking for her family and friends of which she had many. She loved traveling and traveled to many parts of the US. Elvia was married to Eugene Williams and there were no children to their union. Elvia was buried at New Crown Cemetery.
