Mr. Koch , of Florissant, died of a heart attack Saturday at his home. He was 66.
He was city clerk of Florissant in the 1950s and was the city's first full-time mayor, from 1960 through 1964. In 1963, he played a key role in the revision of the Florissant city charter. Until that time, the city operated under a special charter that had become obsolete with a rapid growth in population.
In 1965, Mr. Koch became director of elections of St. Louis County. Between 1974 and his retirement in 1985, he was state director of elections for Missouri Secretary of State James C. Kirkpatrick. Mr. Koch has been regarded as an expert on Missouri's election laws.
Mr. Koch was a Democratic candidate for state representative in the 77th District. The 77th District's seat will be vacated by Rep. Robert Feigenbaum, D-Ferguson.
Mr. Koch was originally from De Soto and moved to Florissant in 1949. His sister, Eleanor Rehm, is the county clerk of Jefferson County.
Mr. Koch was a former baseball player in the St. Louis Cardinals minor league system. He was also a member of the Optimist Club of Florissant.
In addition to Rehm, surviving are his wife, Lois Taylor Koch of Florissant; a sister, Gertrude Coleman of De Soto; and a brother, Herman Koch , also of De Soto.
