U.S. Congressman. Born in Meadville, Pennsylvania, he graduated from Allegheny College, in 1880, studied law, was admitted to the bar in 1882 and attended Oxford University England, (1882-83). Returning to America, he commenced the practice of law in Meadville, Pennsylvania, in 1884, was city solicitor of Meadville, (1889-96) and engaged in the newspaper publishing business. In 1901, he was elected as a Republican to the Fifty-seventh Congress and to the next five succeeding Congresses, serving until 1913. While as a Congressman, he was a delegate to the International Peace Conference at Brussels in 1905 and at Rome in 1911. Declining to be a candidate for re-nomination, he resumed the practice of law and his publishing business until his death at age 75 in Meadville, Pennsylvania.
