Charles Ellis Bard was born 23 Dec 1899 at Aughwick Mills, Huntingdon County, Pennsylvania to Henry Stewart Bard and Mary Jeanette Briggs Bard. He married Martha E. Norris in June 1921. They had 6 children, Betty Jean, Janet, Sheldon, Frederick, Charles L., and Herman.

Mount Union, June 14 - Charles Ellis Bard, one of the youngest World War veterans in this section, died at the Aspinwall hospital, Sunday June 13, 1937, at 11:10 after an illness of about one and one-half years. At the time of death he was aged 37 years, 5 months and 20 days. When the call came for volunteers in the World War. Charles was just a high school student, a member of the senior class with commencement only a few months away. He was seventeen years of age. He enlisted and served his country three years. For more than one and one-half years he was in France, serving in the 16th Balloon Company. He attended Juniata College two years after he returned from service.
