Frank was the oldest of nine children born to Orpha Binkley (Myers) and Benjamin Dabney Ellett. He grew up in the now Historical Ellett House in Keithsburg, built by his parents in 1853.
Frank also had five half siblings from his father's first marriage; Charles W., Henry Ellett, Mary Jessie, Charles D. and Grace Elizabeth. Mary Jessie was the only one of these siblings to live to adulthood.
In 1877 Frank married Frances Richardson, daughter of Mary (Graham) and James Richardson. To this union was born one daughter, Nellie M. Ellett. They lived the majority of their married life in Chicago, but both are buried in the Keithsburg Cemetery.
In all the Census Records Frank is shown in some sort of Lumber Business until 1930 where he is listed as a cashier in an advertising business.
Daughter Nelle never married and lived with her parents all their lives. After their deaths she moved back to Keithsburg where she died in May 1968 at the age of 90.
