Mrs. Carter was born on May 15, 1923 in Colquitt County and was the daughter of Joe B. Weaver and Martha Norman Weaver, both deceased. She was also preceded in death by her husband, Bill Carter, who died in 1985; one daughter; and two brothers, Ralph Weaver and Derrell Weaver. She was a retired school teacher and taught 5th grade for over 50 years. She was a member of the Tift County Retired Teacher's Association and the Georgia Retired Educators. She taught adult education at Moultrie Technical College after her retirement. She was a member of Tifton's First Baptist Church, where she was a member of the Frank Raley Coed Sunday School class.
