Stephen Oscar Lilley Sr. was born on 27 Aug 1844 in Richmond, Carleton County, New Brunswick, Canada. He was the first born son and second child of James E. and Elizabeth J. (Grant) Lilley. Like his elder sister, he was born on the family farm.

When Stephen was 5 years old, his parents and brother and sister moved from Canada to a farm in Linneus, Aroostook County, Maine. Here he would remain until he was 19 years old. He can be found with his family on both the 1850 and 1860 U.S. Federal Census.

On January 2, 1864, the 19 year old Stephen enlisted in the U. S. Army, Company L, Maine 1st Heavy Artillery Regiment. He would survive the Civil War, serving until he was discharged on 26 Apr 1865. Although he returned to his native State of Maine, he did not return to the family farm, instead settling in Penobscot County.

On 30 Sep 1866, Stephen married Amelia A. Small from Penobscot County. She daughter of Horace and Lucy (Nason) Small. They would remain in the Bangor, Penobscot County area for the remainder of their lives.

The 1870 Census has Stephen and Amelia living with their two sons, Stephen Jr, and Frank. The 1880 Census shows the family was joined by two daughters, Lottie and Agnes. It can also be noted on the 1870 and 1880 Census' that Stephen held several occupations. He is listed as a Farmer and a Shoemaker. In January 1871, Stephen was appointed Post Master of East Bangor.

Stephen passed away on 23 May 1909 in Bangor, and was buried in Maple Grove Cemetery. Amelia remained on the family farm with her daughter Agnes until her death in 1917. She was buried next to her beloved Stephen in Maple Grove.
