Victor Emanuel Taylor, the son of James Gallienne Taylor and Mary Ann Judd, was born in Troy, New York. He moved with his parents and siblings to Nebraska between 1870 and 1880. During that time Victor married Anna Ellis. Anna died shortly afterwards and Victor married Ella Isabel Rathbun November 5, 1885 in Seward, Nebraska.

Victor and Ella had four children: Rachel Ella, James Gallienne II, Fred Laws and Charles Victor. Victor and Ella divorced in 1891. Victor remarried Mary Madalena Blanget on November 21, 1908 in Santa Ana, California. They had nine children: Owen Duffy, Roy D, Victor Wallace, George Emanuel, Mary Vernon, Madeline Bernice, Donald Keith and Richard Arlin.

Victor died 30 November 1935 at the age of 75.
