Herbert (went by Herb) Walter Baker was the youngest of twelve known children of Edward Baker (1836-1907) and Mary Potter Baker (1835-1909), who married 30 Sep 1858 at Otterton, Devonshire County, England. Edward and Mary spent their entire lives in southern Devonshire County where they are buried.

Herb was a baker at a small town in Devonshire, England before coming to Ontario, Canada in late 1890s. He had Potter relatives (his mother's maiden name) living there. He came to U.S. c1900-1905 and married Alta Mae Ramer (1880-1971) on 30 Aug 1911 at Aurora, Kane County, Illinois. In the Summer of 1930 the family moved to Alsea, Benton County, Oregon. After a period they moved to Escondido, San Diego County, California and stayed less than a year. They then returned to DeKalb County, Illinois, but tired of the cold winters and returned to Alsea, Oregon. In 1940 they moved to Corvallis, Benton County, Oregon. They had four boys (all served in World War II) and two girls. The six children were namely:

1. Herbert Ramer (Ramer or Bill) Baker (1912-1991)
2. Mary Lucinda Baker Carlson (1913-1998)
3. Ralph Elmer Baker (1915-1947)
4. John Anthony Baker (1918-2009)
5. Joe Ensign Baker (1919-1998)
6. Betty Jane Baker Stevenson (1924-2014)
