Carl was the third and last son of Dock Talmadge and Alva Lorene (Messick) Neely, and was born on their 10th wedding anniversary. He graduated from El Dorado Springs High School, and enlisted in the U.S. Navy. He served both during World War II and was called back during the Korean Conflict. Carl had a long and successful career with Bell Telephone, rising to a supervisor's position. He was a talented artist, an excellent craftsman both in building things and in mechanical repairs, and in his youth played fiddle.
While stationed in Oregon, he met Norma Joyce Ustick at a USO Dance in Klamath Falls. They were married 24 November 1945 in Klamath Falls. They were parents of four sons: Dennis, Michael, Mark and Timothy.
