Allen was born on the Blackler homestead in the Freeman Lake area, Bonner County, Idaho, the son of George Edwin Blackler and Susan Stella Edelman. His birth was recorded in Pend Oreille county, Washington as Male Blackler, born 8 September 1916 to George Edwin Blackler and Stella Edelman.

He attended Idaho Grade School and Newport High School and was a graduate in 1934. In 1937, after the death of his mother, he moved to Missoula, Montana, and worked with his father doing carpentry and building. Later he became employed with the Missoula postal service and was assistant Superintendent of Mails when he retired on June 7, 1974 after 33 years of postal service. Allen was active in the National Federation of Postal Clerks and was president in 1953. He was a member of the Church of Nazarene, and a Gideon for 30 years. Allen was also a past president of the P.T.A., and 2nd Vice President of Retired Federal Employees.

"My mother met my dad, Charles Allen Blackler, when he came to Missoula with his father, George Edwin Blackler, to do work on my mother's parent's house."

Allen and Dorothy Mae Stetson were married the 20th day of October, 1941, at Missoula, Montana. Allen and Dorothy raised four children:

1954 Donald David

Young Samuel Stetson Blackler, in a tragic accident, drowned in an irrigation ditch July 3, 1954. Rest in peace precious baby boy.

Allen died September 12, 1979 at Red Lodge, Montana.
