Cora, a daughter of Thomas Culbert and Emeline Sutton, was born in Clandaboye, Middlesex County, Ontario, on June 20, 1873. She was the youngest of fifteen children.

In 1880 Cora emigrated from Canada to Michigan with her parents and several of her siblings, and the family settled in the Akron-Fairgrove area of Tuscola County.

On October 12, 1893 Cora married Herman Luther Burroughs in Mount Morris, Genesee County, Michigan. They had two children:

1) Clayton Milford Burroughs (1897-1965), who married Marjorie Allen;
2) Grace Corinne "Corinne" Burroughs (1902-1984), who married and divorced J. Michael Jaeger.

For several years Cora, Herman, and their children lived in Fairgrove, Tuscola County, Michigan, before moving to Owosso, Shiawassee County, Michigan, then to Columbus, Franklin County, Ohio, and finally to Oakland, Alameda County, California, where they spent many years.

Herman died in Allen County, Ohio on April 17, 1923 at the age of 51.

Cora passed away in Alameda County, California on May 22, 1953 at the age of 79 years.

Both Cora and Herman are buried in Mountain View Cemetery, Oakland, Alameda County, California.
