Franklin, born in Biddulph, Midlesex County, Ontario, was the eldest of fifteen children of Thomas Culbert and Emeline Sutton.

Franklin married Agnes Murday in Middlesex on November 14, 1872. They had four children, all of whom were born in Ontario:

1) Ila A. Culbert (1869-1944), who married Frederick King;
2) Felton E. Culbert (1873-1916), whose first wife was Clara Otto, and whose second wife was Eva LeValley;
3) Viola Culbert (abt. 1880), who died in infancy;
4) Melvin Culbert (1885-1974), who married Lydia Humm.

Franklin and Agnes and their children emigrated from Canada to Michigan in 1884, settling in the Akron-Fairgrove area of Tuscola County.
