Born in Codorus Township, the son of Daniel & Susan Fair Shearer, and was the husband of Emeline Werner Shearer. In 1860, he was a carpenter living in Codorus Township.

On October 24, 1862, he was drafted in York and assigned to Co. B, 166th Pa Inf, at the rank of private. However, he procurred a substitute and was discharged.
