Upon leaving the army, he returned home and engaged in the mercantile business until the fall of 1866. In Sep of that year, he attended one year at the Northwestern Christian (Butler)University in Indianapolis. In the spring term 1868, he attended Asbury (now Depauw) University, in Greencastle, IN. From there he went to the State University in Bloomington, IN, graduating in the class of 1869. That fall he entered the law department of the University of Michigan, at Ann Arbor, remaining there 2 years, graduating in the class of 1871. He then located in Little Rock, AR, where he practiced law until April 1874, when he returned to Indiana, settling in Franklin, Johnson Co. In January 1875, he was appointed deputy prosecuting attorney under the Hon. W. S. Ray of Shelbyville,IN. He worked in that position for 3 years. In June of 1879, he formed a co-partnership with George E. Finney, of the "Columbus Herald", purchased it, and changed its name to the "Democrat". In March 1880, Luther bought his partner's interest in both paper and office. Under Luther's leadership, the paper's circulation increased, and became one of the best county newspapers in Indiana. Luther was recognized as a prominent Democrat of Johnson Co. He gave much of his time to advancing the interests of the party, and was chairman of the county committee during the memorable campaign of 1888.
On 9 Apr 1883, Luther married Miss Emma W. Heineken, the accomplished daughter of Mr. and Mrs. Samuel P. Heineken, of Franklin. The newly-married couple left the same day for an extended trip through Europe. They were gone for 5 months, and visited Ireland, Scotland, England, France, Italy, Switzerland, Germany, Austria, Belgium, and Holland.
In 1890, Luther was the nominee of the democratic party of Johnson Co. as their candidate for Representative, and was elected by the handsome majority of 396.
From 1893-1897, Luther served as the Consul General of Turkey, headquartered in Constantinople. This was during the administration of President Grover Cleveland, and V. P. Adlai E. Stevenson.
Luther was a member of the GAR; he was a Mason and an Odd Fellow.
Luther and Emma had no children.
