In the later part of 1900, Frank purchased a farm in Rome Township, Ashtabula Co., Ohio. It was here that his brother George B. and his family spent many enjoyable moments. Frank was depicted as a resident of the said township on the next of kin report in the estate of his father, James M. Halliwell in 1901. Frank married (2) Miss Ana P. Peck in 1902-03. A daughter of Matthew G. Peck and Wealthy C. Knowles, she was born May 1862 in New Lyme Township in Ashtabula County, and died on 28 Sep 1943 in the village of Rockcreek in Ashtabula County. The couple were childless, and laid to rest at Brownville in New Lyme township.

Born 18 June 1855 in LeRoy, Medina County, Ohio to James Halliwill, mother's name and parents place of birth listed as "don't know". His wife Ana Halliwill signed as the informant. The Medical portion of the said certificate depicted his time of death as 11:00 a.m. on 6 February 1924 in (village of) Rockcreek, Morgan Township, Ashtabula County, Ohio. J. A. Dickson of Jefferson, Ohio, signed as physican, who attended the said from 24 January 1924 until the day of his death, last seeing him alive on 24 January 1924. The main cause of death was listed as Pari-cartditis of the heart with Rheunatisics as the contibuting cause. No operation or autopsy was performed on the deceased. C. R. Banfill of Rockcreek, Ohio was listed as the undertaker. Frank was interred in Brownville, (Ashtabula County) Ohio on 9 February 1924. His services were said to be under the care of Paine Funeral Home, 319 West Water Street, Rockcreek, Ohio (440-563-3181).
