William Leonard Phillips was born to Floyd L. Phillips and Delia Watson Phillips on 24 Feb 1900 in Rafter, Monroe Co., TN (Rafter post office closed in 1914, so addresses became Tellico Plains). In their Aug 1907 Cherokee claims applications, Williams's parents indicated he was born 14 Feb; however, his delayed birth certificate and other records show 24 Feb.

The 1900 and 1910 Censuses show Leonard Phillips living with his parents in Monroe County, TN. As seen in their 12 Sep 1918 draft registration, William Leonard Phillips and his brothers Travis Thomas and Melvin McClure Phillips moved to Akron, Summit Co., OH and worked for the Goodyear Tire & Rubber Company.

William L. Phillips married Ellen Agnes Ronan on 31 Aug 1929 in Hamilton Co., OH. William was born in TN and was age 29 on 24 Feb 1929. His parents were Floyd L. Phillips and D. Watson. William, a railroader, was residing at the Hotel Broadway in Hamilton County, OH, at the time of the marriage.

The 13 Apr 1940 Census (New Castle City, Lawrence Co., PA) has William L. Phillips (age 40, born in TN), Nellie A. Phillips (37, Scotland, naturalized), Phyllis L. Phillips (9, PA), William D. Phillips (8, PA), Ronald L. Phillips (5, PA) and Catherine C. Phillips (3, PA). William was a fireman in the steam railroad industry. In 1935, they were living in Darlington, Beaver Co., PA. Per Ellen's father's memorial, William and Ellen were in New Castle in 1937.
