Victor was the fifth of eight children. He married Ruth Hicks Jacobs in 1926, and the couple had two children: Joanne and Robert. He was employed for more than 30 years by the American Car and Foundry until it closed, then worked for Berwick Forge and Fabricating until his retirement. He was a member of the Home Guards, serving with civil defense to protect the Berwick-Nescopeck Bridge during World War II. He was known to many as the "Orchid Man" because he had his own greenhouse with over 1,000 orchid plants.
