Blanche Eleanor Lightowler was born April 1, 1919 to Arthur and Emma (Hohn) Lightowler She was raised at the Lightowler Homestead in New England Hollow (West Mifflin), Pennsylvania.

Around 1938, Blanche married William Frame Simpson. Together they had three children:
1. William Frame, Jr
2. James Arthur
3. Thomas Curry
